Suri's "sock boots" look like they might be some fuzzy socks of Katie's that she's wearing. It almost looks like the heel is up near her ankle. Just a guess.
These boots look very like a pair i found on the Old Navy website @ Gap.com in "Baby Girl - 3 months to 5 years" while I was purchasing clothes for my 3-year-old daughter...worth a look anyway =)

as far as i know, the online shop works only for some European countries..
